[ Effie said to make himself presentable, so here he is, freshly showered and clean. So fresh, in fact, that his hair is still wet and dripping onto the same shirt he was wearing yesterday ( possibly the day before that too, but who's keeping count? Not Haymitch! ). He smiles, so very pleasantly. ]

A dear friend of mine told me to announce my presence and make some new friends, and I thought to myself, now, Haymitch, that is a great idea. We've all been kidnapped to fight the same war with our feelings, maybe I should make some friends.

[ He spreads his arms wide with a warm grin. ]

So what do you say, gang? Hug it out before we all die bloody?

[ There's an indignant screech from somewhere offscreen, and Effie shouts; ]

Haymitch!

[ To which, he just laughs and holds up his hands in surrender while she comes and slaps off the feed before he can do anything else horrible. ]

He sounds...difficult, to put it mildly. Still, I suppose you don't have to interact with him here unless you want to.

I see him a few weeks out of the year, beginning with the reaping and ending with the train ride back to District 12.

Enlighten the ignorant, what's a "District" in your world? Is it like a country?

No -- Panem is the country, split into twelve districts that are ruled over by the Capitol. Each District has a specific purpose to serve the needs of Panem and the Capitol -- District 12, for example, provides coal. District 7, lumber, District 4, fishing, District 3, technology -- so on and so fourth.

That seems...efficient. [what he wants to say is that it seems like needless specialization, but he's not THAT mean as to say it to Effie's face.]

It's worked magnificently for the past seventy-four years, so -- I would say so.

[And it worked before that, too, until the rebellion. But everything has been pretty fine since then.]

Seventy-four years...that's a rather short time for a nation to exist.

Panem has existed for much longer than that, of course, but we are within a large bout of prosperity that has lasted for the past seventy-four years. Nearly seventy-five, actually.

[It was nearly time for the Quarter Quell, when the Victory Tour was finished. Effie had to prepare for that soon.]

Mm-hmm. [he is the most skeptical]

Congratulations, I assume.

I'm not the one who spreads security in Panem. You can thank our President for that.

[With the air and graces of a true Capitol woman, loyal to the government, through and through.

(Sort of.)]

I will, should he show up here.

[Effie is pretty certain the President arriving in Asgard would cause several riots among her fellow Panem citizens, but she certainly isn't going to say that bit out loud.]

You never know. I've had about...five version of the same man show up here, perhaps your president might show up as well!

[though he doubts it. the Doctor is pretty much one of the exceptions to prove the rule.]
